New Regulations Govern Drone Use in Abu Dhabi
The Department of Municipalities and Transport – Abu Dhabi (DMT) has introduced Administrative Decision No. (48) of 2024 to regulate the civil use of unmanned aerial vehicles (drones) in Abu Dhabi. The decision aims to ensure the safe operation of drones while managing, regulating, and monitoring drone activities in the Emirates.

One of the primary objectives of the decision is to standardize systems and procedures related to drones, positioning Abu Dhabi as a leading hub for the drone industry. By enhancing smart transportation and fostering innovation in aviation, the regulations also aim to attract investment in Abu Dhabi’s drone sector.
The scope of the decision encompasses all types of drones and related activities within the emirate, including design, manufacturing, assembly, modification, inspection, maintenance, and simulation systems development. However, activities exempted under Federal Decree by Law No. (26) of 2022 on Regulating the Civil Use of Drones and Related Activities are excluded from these regulations.
DMT will assume various responsibilities under the new regulations, including oversight, issuance of permits and certificates, establishment of rules for drone flight conditions, and setting standards for take-off and landing sites. Additionally, the department will collaborate with relevant local and federal authorities to develop guidelines for drone-specific infrastructure such as airports and runways.
To ensure awareness and compliance, DMT will organize workshops for drone owners and operators, providing guidance on procedures and requirements for drone operation within the emirate. These sessions will align with administrative directives, civil aviation regulations, and technical guidelines governing drone systems in Abu Dhabi.
Through these comprehensive regulations, Abu Dhabi aims to foster a safe, thriving environment for drone operations while promoting innovation and investment in the burgeoning drone industry.
