Changi Airport Group Initiates Tender Process for Terminal 5 Substructure Construction, Prepares for Mid-2030s Operational Launch

In a significant milestone for the future of Changi Airport, the first major construction tender for Terminal 5 (T5) was launched by airport operator Changi Airport Group (CAG) in March, as revealed by Transport Minister Chee Hong Tat on April 25. The initiation of the tender process signals the commencement of preparations for the scheduled start of construction in 2025, marking a crucial step forward in Singapore’s aviation infrastructure development.

The construction tender encompasses the building’s substructure, encompassing foundation and basement works essential for the establishment of the new terminal. Minister Chee, speaking at the annual Changi Airline Awards, provided insights into the tender launch, emphasizing the strategic significance of T5’s development in reinforcing Changi Airport’s status as a global aviation hub.

T5, positioned to handle up to 50 million passengers annually upon its operational debut in the mid-2030s, is poised to redefine the landscape of Changi Airport. Situated within the expansive 1,080-hectare Changi East development – the airport’s largest expansion endeavor to date – T5 represents a monumental leap towards enhancing Singapore’s connectivity and air travel infrastructure.

As part of ongoing infrastructural endeavors, the 2.5-kilometer T2 Connection, slated to link T5 with Changi’s existing terminals, is a pivotal component of the Changi East development. The underground link, comprising tunnels for an automated people-mover system and a dedicated baggage handling system, underscores CAG’s commitment to ensuring seamless connectivity and operational efficiency across Changi’s terminals.

Preparatory work for the T2 Connection is already underway, with construction activities gaining momentum following the award of a significant contract to the Singapore subsidiary of Chinese construction firm Shanghai Tunnel Engineering Co. in October 2023. The contract, valued at over $622 million, encompasses the design and construction of underground structures and ancillary works, positioning Changi Airport for a seamless transition into the future.
