Massive $3.7B Investment: Changi Airport Expands Terminal 5
Singapore’s Changi Airport has awarded $3.7 billion in contracts to begin constructing Terminal 5, set to boost capacity by 50 million passengers and reinforce its position as a top global aviation hub.

Singapore’s ambitious expansion of Changi Airport is moving full steam ahead with the awarding of two major construction contracts worth a combined S$4.8 billion (approximately $3.7 billion). The development centers around Terminal 5 (T5), set to become the largest terminal at Changi, designed to accommodate 50 million passengers annually.
A joint venture between China Communications Construction Co. and the Singapore arm of Obayashi Corp. secured the S$3.8 billion contract for the substructure works, while Hwa Seng Builder won the S$950 million airside infrastructure contract. Construction is scheduled to begin in the first half of 2025, with completion expected in the mid-2030s.
T5 forms part of the wider Changi East development, which also includes a third runway, cargo facilities, and expanded ground transport systems. The substructure project will span 140 hectares, with basements reaching depths of up to 28 meters—equivalent to 5,200 Olympic-sized swimming pools.
Airside works will involve the creation of aircraft stands, taxi lanes, and auxiliary buildings, critical for supporting the future growth of Changi’s operations.
